Currently there is a Remote Play/ Cloud gaming device (PlayStation Portal) building it's own user-base without 1 exclusive game

Easy actually you make a game that take advantage of being a cloud game by doing things like going beyond the limits of the local PS5 like being over 1TB & make the game available on Portal
Sony server hardware is basically running games as if they're on a PS5. Sony don't allow platforms other than PS+ on the Portal.

You're asking for something that is impossible unless Sony make big changes to their servers or allow other Devs to use there's.

No publisher/dev can make this happen except Sony.

Then there's the case of why would you make this cloud streamed game exclusive to the Portal when it could run on the PS5/Anything else.

You was wrong when you said a game couldn't be made for it , if Sony wanted to they could add some offline game right on the system. But like I said that's not what I'm talking about I was just pointing out that you was wrong.

That's just a pedantic objection. It currently isn't possible and if Sony does want to do so, what would be the point? The graphical capability is far below even the Switch 1 and the device only has 6GB total storage. Sony is not the type of company to even bother. Nor would anyone else. It's not going to run local games nor will it ever.

The Portal is perfectly positioned as it is possibly can be. Streaming games. Not a platform or potential target of its own.

Large screen, doesn't have smartphone crap bogging it down, and has by far the best controller you can find on ANY handheld.

It's also relatively cheap.

Can get pre-owned for about £130-£140 here. If I could use it to stream from my pc as well I'd buy one in a heartbeat. Should be better experience than using my Ally for it.

Even just for ps+ cloud streaming I've been tempted but don't think I will.

Best handheld for PlayStation games, perhaps due to the DualSense built in but not the best handheld for Streaming in general.

But it's not a bad idea for Sony to add a small game to the OS for when there is no connection . Something like a Astro Bot endless runner

There is nothing wrong with me. I pointed out that the Portal is not a platform nor can you develop games specifically for it. This is 100% factually true. That you can hack the device and install your own applications is utterly irrelevant to that point. Of course the hardware is capable of it (to a very limited extent) but Sony is not going to bother, especially with the limited amount of storage space.

All of this applies to third party developers that wish to target the Portal user-base as a main platform (your words). Nobody is going to do that as the main functionality is streaming (so the Portal user-base is the PS5 user-base) and even if by some miracle Sony allows games to run locally, no developer is going to limit themselves to hardware so underpowered it would struggle to run Wii games and only has 6GB of disk space. Less than a DVD.

So, it has sold more than all ROGs, Lenovo, and MSI have combined, but it's just a toilet device?

Can't be that bad considering it literally only does streaming, yet is still selling better than actual dedicated local play PC handhelds.

Give it another year and it will probably overtake Steamdeck.
