How do you guys deal with the enemies that dodge bullets Matrix style? Is there a specific hack to shut them down?
I've just been knocking them down with grenades then unloading into their head with my buffed-up hand cannon crits, but having to maintain a good supply of grenades just in case is getting expensive / time consuming.
If you're netrunner focused or have a decent amt invested in that tree, you can hack em. Cripple Movement will flat out stop them in place for a free kill, if using early game hacks. If you have late game hacks then just outright throw something like Synapse Burnout at them and call it a day.
Otherwise, yeah, grenades...
It gets a LOT easier when facing these guys if you have a Smart weapon (and the required Hand module of course) coz then the bullets just auto aim at them.
If in early game, another option is pick up the Kongou when in Yorinobu's apartment (easy to miss!). This game will let you richochet bullets WITHOUT having the required modules... but you still will need the Optics mod to see the trajectory paths.
Otherwise... you're already doing the only thing you can do. Their super speed is basically the 'time slow' OS modules. These are available to buy after Act 1 from certain ripperdocs (explore the city, go to every single one, they all sell different kit). You can beat them at their own game. It literally is Jotaro vs Dio... whoever can slow time the longest wins, no joke. If you're a melee brawler build you can VERY LITERALLY slow time, then go ORAORAORAORAORA MUDAMUDAMUDAMUDA on their asses, its fucking awesome.
Good to hear. I might have jumped the gun shitting on the skill system. Doing a focussed handgun and knife build and the section right after the prologue gave me a little insight into what that will be like.
Yeah, IMO giving people absolute freedom to build isn't always a good idea, the game should have some 'basic class templates' for those incapable of independent thought (a majority of players) and allow 'Custom' for those who actually are capable of independent thought. Today's entitled boomer gamers are completely incapable of enjoying a game unless they have their hands held and peepees touched the entire way... along with most game "journalists".
Not talking about you, of course, just generally speaking here.
God gorilla arms are ridiculous. I'm just beating the hell out of everyone. And I just ripped the gun from a turret for the first time - guys were just exploding and body parts going everywhere. I love this game.

That's my build, corpo cyber hacker/blade user. Protip its best to perk reset into this than try to do it from the start coz anything netrunner/hacker related requires very significant investment, most of the cool hacks are CRAFTED. You need to unlock the blueprints in the skill tree to let you do this. If you try to do it clean on a fresh run you're going to have a very painful time... especially since extreme netrunner focus requires VERY EGG$$$PEN$$$IVE chrome work done too. You absolutely
NEED at least an Epic tier OS module, and that can cost very close to 6 digits in the eddies.
So yeah, don't try it from the start IMO, but go ahead if you really want to. Its just a LOT less painful and more fun if you just perk reset and re-build when you have a lot of money.

Been going to all the gun shops I can find in the city on a personal quest to find either an epic or legendary Satara or Achilles...loving these weapons. Also, double jump,
really opened up the game even more.

I was using katana, but mantis blades are THE absolute fucking jam when you can get them, esp if you mod them to have about 5 attacks per sec speed.
