I am a level 27 titan (just need a few shards and I will get pushed over the edge). I also have a level 25 warlock.

I need to get to start doing nightfalls/raids in this game or quit. Dailies and farming aren't as appealing as playing other games. I hope I can get together and start doing some end game content.

Also, I am PST and can play most weeknights/weekends

Throw some shards into upgrading a few times or buy a legendary piece if you have any blues.

You really need to be 27 to do the raid. You will be one shot by snipers and supplicants on Atheon at 26.

I have a maxed out Lord high fixer, will it be any good?

A level 28 in VOG Hard would be doing 50% less damage and have 50% increase damage taken so you would essentially have to be carried. Its doable, but its infinitely better to do VOG hard with all 29/30s.

Similarly anyone under 28 in VOG normal is making it harder.

Is that true? I am level 29 anyway, but I did wonder of leveling up even increases your stats in anyway
