Yes, it can drop but not nearly like it drops with "auto" clocks.
what happens is that the system will prioritize GPU glocks over CPU clocks.
this can do more harm than help in AAA titles.
the auto function is usually the best way to go.
going back to Ghostrunner 2, when I set the GPU clocks to 1.6 ghz, it will indeed hang closer to that target, but the CPU clocks go from 2.6 ghz to below 2 ghz or just around 2 ghz, which in that game gave me a net framerate reduction of 5 to 7 fps, even tho my GPU clocks in auto mode are only 1.3 ghz on average with dips below that.
so, using the custom GPU clocks is only advisable if you know you can spare CPU clocks.
it's a tradeoff in both auto and custom mode.
in older games, like good ports of 2013~2018 PS4/One ports that are very light on the CPU, you might be able to get away with doing that. in games that are more modern and CPU heavy it's not a good idea.
and probably if you play such older, light CPU load games, the GPU will automatically boost anyway
