Those items are essential for survival, your shoe store is not.
Sure the big stores got a boon from being regular retail along with Supermarket and hardware, but its pretty freaking obviously why grocery and hardware stores are allowed to be open..
If they were actually serious about the virus, they would have mandated curbside pick up or tell people to order online and have it delivered instead.
But there where no such restrictions. People flooded the stores and they were allowed to even loiter inside because ironically, closing all the schools and movie theaters meant families just started to congregate there out of boredom.
It wasn't until after the lockdown/toilet paper buying frenzies did we see all the big box stores finally implement an instore limit although even to this day, it's not as observed as much.
And it wasn't just a "boon". I would argue it was one hell of a power grab since you can find the stories. Places like Amazon and Walmart reported their highest profits yet mom & pop stores never stood a fair chance since they were forced to close. Add those blacklivesmatter protests going around smashing businesses and it was the final nail in the coffin to small companies from being allowed to compete,
