Vegeta is currently stronger than Goku.

1) He didn't give any energy since he is fresh and still needs all of it.
2) I don't believe he has really gotten hit since the tournament started.
3) Most of his fighting has been in SSJ. He has used Blue a couple of times but nothing else.
4) He used the Time Chamber before the ToP.

I would like to think Vegeta got a huge boost just like he did after his time in the room of spirit and time, and then proceeded to absolutely smash Goku Black's shit afterwards. He then went inside the room of spirit and time yet again, and this time he looked as if he had achieved something pretty significant. There was something about the calm he displayed that just screamed him being a major wildcard in this tournament.

And on the Frieza stuff, I can't believe no one has caught on to what will happen off screen yet. If Goku is the last fighter, or even if Gohan is the last fighter, Goku has already agreed to give Frieza the last wish. That is what Frieza will want in exchange for granting Goku his energy. And we all know Frieza keeps his promises.

Not that we're aware of. The mouse tried to trick the Wolf GoD universe in to taking goku/frieza out before the tournament started make a deal with the Wolf universe GoD While that universe (not mouse) were attacking Frieza, Frieza contacted them to make an offer, but they never accepted it.

Jiren was unlike every other initial rival fight in that we didn't get to see any more layers to him, he was just pure raw power from start to finish.
