Being nominated isn’t that big a deal really. You just need one person who fits the criteria to nominate someone, in this case a Norwegian MP. Since the OP was just a tweet, here’s an article with more info.

If a person has done more for peace than someone else he or she deserves the nobel peace prize than the other person and should win it over him or her.
I've done nothing for peace
If you count everything Arafat ever did for and against peace it turns out it's a net negative, less than nothing.
So I've done more for peace than Arafat
Therefore if Arafat won the nobel prize and I've done more for peace than him I must have also won it in the same year.
