It depends on whether it stopped a goal scoring chance. If it has then it will be a penalty but the player will not be penalised.

In this case it probably isn't a penalty, as the ball hit the wrong arm, if it had hit the other arm and stopped the ball rolling through to the striker then it would have been a penalty for sure.

If he's standing with his arms by his sides and the ball hits his arm, then that is clearly not a penalty.

but the guy is lying on the ground and clearly touching the ball with his arm and gaining an advantage by not allowing the ball to run its natural course. Penalty.

Well then Dutch rules appearantly differ from international, because it depends on arm position/intent, not where it happend (box or not) or if it was a scoring chance or not.

The manager should've reinforced that wing with defensive guys and attack over the left wing. Except for the BVB players, the Polish team is not all that strong. You might have noticed how comical they were on the defense on the left wing (Boenisch).

It's relevant that a country that has experienced racial atrocity at its worst still has a vocal, ignorant minority.

Maybe because the Dutch players visited Auschwitz that day and one of them mentioned that it felt even extra painful to hear the racism after they just visited it.
