The ref today is the same one that gave Germany's Klose his first red ever, back at WC 2010:

Well then Dutch rules appearantly differ from international, because it depends on arm position/intent, not where it happend (box or not) or if it was a scoring chance or not.

Intent also plays a part, but we can see from the replays that the player did not intend to handball it, the ball just struck his arm. If there is no intent then a penalty is awarded only if a goal scoring chance was impeded by the unintended handball.

He clearly stopped the ball travelling into the centre of the box with his arm. Intention or not, it is a penalty
