Looking at the tweets from T4RG4, Jason Darby (Lead Designer) and Mark Russell (former Lead Designer, now working on Watch_Dogs), it makes me wonder if the PS4/Xbox One versions are indeed coming...
Thinking about it there is not much reason to announce next-gen versions now, because this way they get people to buy it in September for current-gen and then probably double dip for better looking and playable versions on next-gen consoles in November.

Forza has a 76 McLaren. I guess they might have some more classic McLaren's they haven't announced but so far there isn't any overlap as F1 2013 is only 80s and 90s.
I think you're right regarding other cars. Steve Hood specifically responded to this question and said someone else had the rights to classic McLaren F1 cars. Perhaps the language of the Forza deal prevents them from licensing other cars. Would love to have seen McLaren orange livery.
I think Simraceway may be the exclusive rights holder of historic McLaren F1 cars, and in which case would have subbed it out to Microsoft.

My very first lap of the game, I went to Time Trial mode, switched all assists off and could push pretty easily. One of my biggest disappointments was that it still seems as though cheesing the setup is the best way to go. 1-1 ride heights and 11-11 spring stiffness make the car quicker without any obvious drawbacks. All the setup options, driving aids, etc are still the same. No TV cameras in replay mode, still. Also no obvious ability to change cars or save in replay mode. No obvious changes to damage either.

The F1 games on the PlayStation were the first time I sampled Bizarre Creations brilliance..actually my now brother-in-law really wanted me to hear Vai and Satriani wailing away on the soundtrack of Formula One and I fell in love with the game. Then Bizarre Creations shit all over their first effort with Formula 1 97 - it so far ahead of the curve at the time with a cockpit camera view complete with driver's tear-offs, better car set-up options and commentary from Martin Brundle and Murray Walker. In GP mode, you got flags, fuel depletion, changing weather conditions and car failures - I still remember the death knell sign of smoke bollowing from the back of the car which got worse before death. F1 '98 followed and with BC no longer at the helm, that game sucked.Just the words 'Formula 1 '97: HD Edition' alone are enough to bring me to instantaneous orgasm.
I think the only right direction for both parties is for someone else to take on that game.

Apparently, they were at the F1 2013 reveal event and had a chance to talk with the Codemasters. At the very end of the article they are asking questions about next-gen versions. This is the answer:

Why insecurity? Well, to recall:
- In 2008 Sony decides it will pass a renewal of their exclusive license that lasted for years
- Codemasters signs for "multi-year" and multiplatform license in 2008, with season 2009 being the first they want to develop the game for on "..all major home consoles, as well as handheld and PC gaming formats"
- however, due to development issues, F1 2009 gets released only on PSP, Wii and iOS, developed by Sumo DIgital - while Codemasters Birmingham working on PS3/X360/PC version of the game for 2010. VG Chartz listing says how F1 2009 sold in 1.34M
- F1 2010 becomes a first true "multiplatform" title, but there is one year of potentially "serious sales" already lost. The wikipedia article is citing MCV article (that is not available any more to see) as source for apparent number of 2.3 million units of sales for F1 2010 (also more-less corresponding with the VG Chartz listing)
- F1 2011 is released a year later, 3DS and VIta versions have been included. Sales have not risen according to VG Chartz, staying around 2M mark. It is the last season covered by the license from 2008
- In 2012 Codemasters are signing new "multiplatform, multi-year deal". This cited source pretty much confirmed the VG Chartz numbers cited before: 5.5M figure is pretty much accurate with sales of F1 2009/2010/2011 combined as reported by VGC
- F1 2012 gets released, this time not developed by Studio Birmingham, but in venture with GOGO Games studio. In the same time Birmingham was working on development of spin-off casual title F1 Race Stars and the license is used to develop another entry based on the licensing, browser game called Formula 1 Online:The Game. All three games are released in late 2012. VG Charts reports plummenting results for *big* version, with combined sales falling at 1.3M. F1 Race Stars have even worse results apparently.
During 2013 F1 Race Stars is tried to be saved with making it free to members of PlayStation Plus service (EU Store) as part of the Instant Game Collection offer and attempt to earn some money from DLC content around which F1 Race Stars are created around. In the same time, the F1 Online: The Game service gets terminated in May 2013 because "service did not attract the required number of active players during its beta phase to make it a viable ongoing project".
The only source I could find which explains detail of 2012 renewal is Telegraph, where 2015 is mentioned as final season for the contract, cited as part of the story regarding Codemasters 2012-reported losses and equity deal
So, what does everything teach us?
If VG Chartz results are correct, we can calculate how despite releasing 4 *big* F1 games on various platforms, one casual multiplatform spin-off game and separate online browser service aimed for different audience then *normal* games, the combined results have not reached more than 8M games.
In the same time, under presumption how 2008 story is accurate, Codemasters had to pay around 15M$ annually for the license only, making it whooping 75M$ for the period 2009-2013 (this season included).
So, the aforementioned "maybe" on the beginning of the article gets somewhat more contextualized.
