About to start this up finally after Syndicate. Any tips on where I should put my points or what perks to take if I want to make a character who excels in rifles/sniping/shotguns?

How do you plan on playing? Stealthy or guns blazing? VATS or no VATS?

Those are all considered rifles if non-auto. That is how I play my guy, sniper/shotgun/rifles. Luck has some good perks, I screwed up and put my points into stats before I studied the perks.
Ok, ill take a look at the luck stuff.
How do you plan on playing? Stealthy or guns blazing? VATS or no VATS?
Hardly any stealth. Mixture of vats and aim down sights.

I don't think so, there are faction-specific quests that lock out other factions, try using this guide.

You can do all the faction quests up to the quests that have you eliminate the other factions. Those quests are really obvious, so you'll know that if you do them, then there's no turning back.

Perception 8 for Rifleman, Sniper
Int 3 for Gun Nut
Agility 7 for Sneak, Mr. Sandman, Ninja

That's probably your best set of core perks for sniping.

If you want to use a lot of VATS you can go a little more down PER to get Penetrator and Concentrated Fire, but I've never tried either so I can't vouch for them. They just sound neat on paper. Also more Luck for all the critical abilities are amazing if you're going VATS build too.

The first perk I would do is get luck up to 5 and get the idiot savant perk. It helps you level up so much faster. I went up 2 levels at once so many times.

Then you can get your other perks at a much faster rate.
 
You see crazy things in the Glowing Sea. Rules don't apply there. I myself saw a Radscorpion emerge from a burrow in the middle of the air, then fly skyward a hundred feet, only to be stone dead before he landed.

On the subject of Bethesda Bethesda-ing, the super sledge will occasionally Giant's Club your enemies. I sent an Assaultron into low orbit.

I see there's a baseball bat that does that as a marked effect. Hmmmm...

+1 for Idiot Savant, it's the lynchpin of my build. There's nothing quite like opening the pip-boy and seeing 'Level Up (3)'

Go with the Overseer's, it uses .45 (unless you mod it to .308) which is VERY common in this game. I'm playing on Survival and it drops most enemies with 2-4 shots.

If you want a strong build for higher difficulties I'd suggest you stick with ADS. That way you can dump PER to minimum requirement for perks and ignore Luck completely. I've played a crit luck build with pistols for about 50h and it was fun, but it also gets old fast. Not to mention that you'd be hamstrung by higher AP cost of weapons with rifle stocks and scopes (if you choose to use them).

Bear in mind that you find a SPECIAL book soon after the start, followed by a Perception bobblehead soon after. That brings your total SPECIAL to 30. As for the perks, I included chemist and chem resistant because drugs are fun but you can safely skip these two perks. Endurance perks help a lot with survival, unless you like getting your legs blown off by grenades all the time I suggest you grab them sooner or later. Armorer is nice to have late in the game, Gun Nut is mandatory for ballistic weapons, Science for energy weapons.

If you want to do settlement stuff seriously then you will need to get Charisma to 6 somehow to get the Local Leader perk. I suggest you either sacrifice some END points and perks or completely dump AGI. I've only included AGI in the template because stealth hit multipliers stack up for some nice opening damage on harder targets.

Couple perk traps to avoid (from my experience up to level 60):

- Awareness
- Locksmith 4/4, you only need 3
- Sniper
- Concentrated fire (too high on the tree if you're going for a Luck VATS build)

- Lead Belly - the game literally tries to drown you in stimpaks. I have roughly 450 after ~50h of gameplay.
- Aquaboy 2/2. Only first rank needed
- Cannibal - see the stimpak argument
- Ghoulish, Solar Powered, Life Giver - passive healing is slow, stat gains from Solar Powered amount to very little

- VANS - you got compass for a reason
- Hacker 4/4 - only 3 ranks needed

- Gun Fu - surprisingly enough there aren't that many opportunities in the game where you have an open line of sight to 3+ targets at the same time. Very situational and too high up the tree to be really worth it

- Mysterious Stranger - hardly ever procs

edit: I would also AVOID Idiot Savant. It's really good in the beginning when progression is slow but eventually you'll overlevel the content and the game will become too easy. To avoid this I'd advise you to try and alternate between defensive (or utility) and offensive perks every level, otherwise you will become too strong too soon.

Beat the main quest as BoS, now I can read all the spoilers!

Going to try and do some of the other factions tonight, we'll see how far I get. There were a lot of BoS quests after the "cut off" point, that's for sure.

It's sold by the first merchant on the right after you get off the elevator.

Here's a weird one,

I fast-traveled back to Sanctuary only to find everything destroyed - every crop, every pump, generator, etc. I reverted to a previous save, where I can watch it happen in realtime (watch the numbers drop and then the turrets just break on their own).

I didn't miss a Defend mission, do these things break on their own (which wouldn't explain the synchronized nature), or did it just bug out? Every time I reload a save from that period the same thing happens.

Not sure if I should suck it up and repair everything (it's not much, but it's annoying)...
 
Vault 111 suits? There are several 'new' in the Vault itself. Or just track down the merchant you sold it to and buy it back.

There are multiple items beyond vault suits that act as an under layer to your armor. Stuff like dresses and the flannel-denim combo. When you mouse over them in the pip boy, there shouldn't be any armor pieces pulsing (be careful, some replace your armor, not go under it).

Encounter my first big bug in the game, can't get the damn Railway Rifle in the Big John's scrapyard. The damn door is locked even tough I have activated the power supply -_-

Also what's up with companions being grenade happy? I've died tons because of my companions throwing grenades that bounce back to me...

Where is the armory on the Prydwyn? Please save me wandering around it for ages like an idiot.
when you go through the door to go inside the prydwen, go to the ladder thats right in front of you, then head directly forward till you get to the back where you'll see a guy in a cage with a lot of high level gear, thats the armory, where you can buy power armor parts, weapons and ammo.

haha yeah that's going to take a while.

Yeah, it's a nice little addition to the game.

Yeah i love stuff like that. Too few games have that nowadays. GTA V had it, sure..only in that freaking GTA Online, sadly not in singleplayer. Too bad it doesn't snow in Fallout 4, that would have completed it.
 
In the loading screens you sometimes see characters with all these other armor pieces that i have yet to find. Things like shoulder pads and other things. Are they found in a certain place?

I can go up to him in his office in Goodneighbour, but I haven't ever gotten him into a situation where I can kill him alone, and not bring all the Hotel Rexford residents gunning for me.

Everything on my Pip-Boy screen is now permanently giant-size like the way it is when you're using Power Armor. My HUD is back to the regular green, but everything is still blown-up like it is when you're in the armor. Easier to read.

Not a glitch. Press the Back/Options button to change the zoom level when looking at the Pip-Boy
 
So i hacked the Master terminal in the bank outside of Diamond City and i got tons of ammo, great. But also plenty of spare handguns and stuff now. I'd rather just sell these for caps but so far these traders don't have an awful lot to spend. Does this ever change? Otherwise i might as well just scrap those guns, right?

The door in Trinity Church/Plaza that is Expert won't let me unlock it with Locksmith Rank 2. Must be a bug.

So i hacked the Master terminal in the bank outside of Diamond City and i got tons of ammo, great. But also plenty of spare handguns and stuff now. I'd rather just sell these for caps but so far these traders don't have an awful lot to spend. Does this ever change? Otherwise i might as well just scrap those guns, right?

I usually need the screws so I scrap em.

finished my Warwick Household settlement and im done for now. Game was chugging BAD on that one (lol, again my fault for going overboard with building) and at 160 hours (!) I feel I got all I was gonna get out of it for now. Will come back for the DLC.

Easily my GOTY, even with the shit story on the second half of the game

Your Luck must be low, cause even Rank 1 Mysterious Stranger procs every once and awhile for me. Sometimes at the right time, too.
