Lowering god rays to high boosted pretty much locked by FPS to 60. But progressing through the game and now, I'm now to the 50's again in certain areas.

Guess I'm gonna have to drop it to 1080p for a bit while trying to figure this out.
Just drop godrays to medium, or even low. The performance gain is insane, and the visual impact is rarely every noticeable.

Was so excited to play that I entirely forgot to install the drivers. I'm still averaging around 50FPS on my GTX 760, AMD FX-6300, and 8GB RAM rig. Very pleased with performance.

After the driver release, I'm getting 60fps (with the odd minor drop) at 4K. With G-Sync it's immaculate so far.
Before the driver it was stuttery and awful.

Screen Space Reflections Tweaks
Using the in-game console, accessible with the tilde key (~), left of "1" on most keyboards, you can adjust a number of Screen Space Reflection (SSR) parameters to modify their appearance:
SSRI [number] (default: 1): adjust the intensity of SSR
SSRBP [number] (default: 1): adjust the blending power of SSR
SSRAT [number] (default: 0.2): adjust the angle threshold of SSR
SSREFF [number] (default: 0.2): adjust the edge fade factor of SSR
SSRVBP [number] (default: 50): adjust the vertical blur power of SSR
SSRVAP [number] (default: 2): adjust the vertical alignment power of SSR
SSRVSP [0.0-1.0] (default: 0): adjust the vertical stretching power of SSR
SSRRSS [number] (default: 8): adjust the ray step scale of SSR
Once you've settled on a combination of settings that you like, take a note and add them to a text (.txt) file, with one command on each line. Place the file in your game install directory where the Fallout4.exe is located, and when you're next in-game type bat [filename] to execute the changes.

Eh, I wouldn't be too sure. I mean, a 280X is basically a slightly faster re-branded 7970, right? And apparently maxed out on 1080p, it yields around 40 fps. Or I've been told.
Unless you meant lowering some settings, then yes, you should be able to hit 60.
So I guess from the issues associated with high framerates I should disable gsync for Fallout 4 and force a fixed refresh rate of 60?

Why not leave it on and just lock at 60 so you do not get judder when you miss the sync?

Has anyone else encountered a huge bug which makes you stuck in place after interacting with the first computer terminal in the game?

Are my interactions with the first computer terminal representative of the polish I can expect going forward?
I've had it happen to 3 different computers. Quick save before using any.
Someone said earlier it might be tied to high FPS, which may be true as I'm generally 100ish in areas it happend to me at. Might need to force a lower FPS in Rivatuner since there's no way to manually cap it in the game and I'm on a 144hz monitor.

Alright, I'll use the RTSS framerate limiter and see how it feels. This unlocks in Germany in like 10 minutes right?

The athmosphere in this game is incredible! I'm already seeing myself logging hundred of hours in this game once the crashing is fixed.
Did you try updating to the beta patch for the game? There was a patch pushed through the Steam Betas CDN to address some kind of XAudio crashing.
You should be able to pick it up by right-clicking the game -> Properties -> Betas tab -> Select the beta option from the first dropdown. It should pick up a small patch.
