I was surprised about that too, but according to a quick google search, it seems possession of body armor is only illegal for someone with a felony conviction. So I'm fine with that. I know the second amendment could probably make for some screwy laws, but being able to own a gun and not body armor would be all kinds of ridiculous.

Likely means military grade rather than something like a vest, like that worn by the army or SWAT, which requires special permits to own IIRC. Police don't like crooks who can shrug off a hail of bullets because AP rounds are not standard issue to non-SWAT.
