Welcome to FGC-GAF! You can't go wrong with the latest iteration of Street Fighter, it will teach you the basics and lots of people play it.

Also, do some googling or facebooking to see if there is a local community near you. Learning games is much easier offline, and I am sure local players would be happy to show you the ropes. Progress will be slow, but if you keep at it you will eventually get better, you just gotta keep practicing.

Truer words have never been spoken, follow this advice. Took me three years to get where I'm at with Marvel and don't regret a single training session. Because of those sessions, I'm able to go toe to toe with the pros.

On the Basic Fightan to HOLY SHIT I'M A ROCKET FLYING ALL AROUND WITH LAZERS AND COMBOZ level it's something like

Street Fighter > Injustice > King of Fighters > Killer Instinct > Guilty Gear > BlazBlue CP > UMvC3
