I disagree. It will take Capcom becoming involved as a partner for providing continual support for games and promoting competition.
Which they are doing now, to a good extent.
The problem with Capcom is that they were slow out of the gate after SF4 came out, but experiences like SF25 I think show that they have learned a lot in the past few years. A new main SF title would get the masses very excited, especially if it exploited the graphical capability that the new gen has.
