Was just looking myself, since I had done zero research on him.
Looks like down the road, enhancements make him strong over long fights, but he's worse than Exdeath and Dark Fina on normal fights since he has no native access to non-elemental spells.
His fire skill can get up to like 3000% damage though, after successive uses, and he can buff his own MAG by 100% and debuff your team and all enemies spirit by 50% later.
Probably fun for arena and trials, but not sure if he'd outdo Exdeath normally without wind-up rounds.
I like him in my case though, as I don't feel like bringing MAG buff characters with me all the time, so at least he can buff himself (at a cost to the team, sadly). It also makes 1 round KOs tough as he really needs time to shine.
Anyways, based on what I saw on the wiki and read on the JP version, those are my thoughts right now.
JP is setting the table for a meta shift. From physical DPS and DW units to DH, Magic, and Ailments. I think Emperor is good now but will be viewed as very good later as the aforementioned progresses
I know that is far in the future, but, doesn't everyone playing this game just play for the future anyway?

Leon will still be there after the banner ends and the pool of 4* base units isn't super huge, so the chance of getting him may work out to being about the same as it is currently. Of course, who knows what the next batch of units will be outside of Olive. I'll get him eventually, so no rush for me.

I dunno if I'd call a banner "easy access". Lately these banners have spewed some of the bottom barrel shit units. I'm going on fact that I'll get them later. Because, realistically, I get them much later than the banner they tend to be on. I want Leon... but he's going to have to be an off banner pull.
Also, I just don't have the mages for ELT. I gathered what small, pathetic group I had, but it wasn't enough. Exdeath is my best but he can't solo that shit. If I had Emp or Dark Fina I imagine it would be an easier affair.

Leon's TM: Increase ATK (30%) when equipped with a sword and (20%) when equipped with a heavy armor

For a week after it finishes you can keep turning in any Candy for goodies left on him. Only sell them if you want NOTHING else on it or don't have enough to get what you want. Though buying the small items in beginning is a good way to build up stock.
Yes, only way to exchange Candy is with that greedy little, cavity ridden fur bag.

It stacks as in you can get both bonuses but you can't stack more than 1 materia just like Dark Finas.
That's what I meant. Wearing both.

So glad about the crystal news. Even reasoning it through with Lyrian I still can't quite believe it. The daily was Guy and that's probably all I'll pull from this banner since Leon's TM doesn't really fit into my team. That means I'll never have a troll rainbow. Glorious day!

20%. It's calculated from the base stat, not the enhanced stat.
Ex: 150 Base ATK = +15 ATK from each 10% ATK materia rather than +15 and +16.5.

The two components stack with each other, but multiple materias will not stack.
Still, it's a nice faux second Blade Mastery on the right units.

You should give yourself more credit lol. Your thesis was sound. I was shocked they went the whole way but you convinced me at least the 4* change was happening. May I ask what profession you're attempting to go into?
Personally I welcome the inevitable power creep. I've said it a few times but the last time I felt challenged by this game was the plant trial, and I have no 5* bases.

Current:
If you pull a gold or rainbow crystal, there's a chance that you will roll a 4 or 5-star version of a 3-star base (like pulling a 4* Maria if you get a gold crystal)
Future:
A gold crystal will always roll a 4* base (so Maria couldn't be pulled since she is a 3* base), and a rainbow can only roll 5* bases.

Like someone else said, troll golds are insanely common. Troll rainbows happen of course but not at the rate we get those fake ass 3* golds.
I'm curious about something, a long time back in this forum, someone mentioned getting trust moogles or trust moogle equivalents on a certain banner. Like you do an 11 pull and get bonus TM gaining things. They said they were also specific to certain TMs. My question is , are we coming up on this? I will seriously drop money if it means maxing out TMs.

because doing it on emulators is a pain in the ass and most people don't use PCs.
It also fucks with your sense of progression in the game tbh, lol
I guess they just spend Trust Moogles on the units they like instead of farming for TM points?

Yeah, Trust Moogles or dupes on the TMs they want. You get basically 20% worth of moogles or so per event nowadays.if they farm TM points, it'll probably be manually.
The content isn't designed to require multiple a boatload of TMs, aside from like Aigaion, so folks are able to clear it with just a few important ones as they grow with the game.
This actually sounds healthier... :-/
To be honest, this is how I've been doing it. I just don't want to spend a whole lot of time doing TMR farming. I have one Dual Wield and going to have a Rising Sun in a couple of days (I hope). I'm just going to follow the plan you mentioned above and let the dominoes fall where they will. Too much work to do otherwise.
