I remember when MGS1 first came out and thinking that Solid Snake had TERRIBLE voice acting. It's grown on me since then, but I still wouldn't consider it all that great.
The MGS3 voice acting and dialogue is great because no other game is close to that level of thoughtfulness in crafted dialogue.
And movies, too. I never hear though provoking dialogue in movies these days.

There's a reason for that, though. People don't talk like that. That's why the dialogue feels stiff and "off" to a lot of people. It's why I never cared much for the mgs stories outside of when it just gets super silly and out there.

I like Metal Gear narrative related stuff in two senses, one in the wacky 'omg it all ties together!!!!!!! but not really!!!!! but holy shit!!!!!' high level stuff and two in the wacky 'woah this is like a whole bunch of red alert 2 cutscenes all at once' level

Dialogue is tied with plot for the least-important function of literature, so it's always funny to see people get caught up on those two things when trying to outright dismiss the work of a writer they don't like. Remember all those times people were writing about how Ulysses is the greatest novel ever written and they had such astute observations as "The dialogue is so natural" and "The plot isn't convoluted at all"?
Incidentally, I think Hideo Kojima is probably a better writer than anyone who's ever criticized him, because people who can Actually Write generally have absolutely nothing to do with video games.

MGS3 is a testament to Kojima's understanding of camp and his masterful use of it. No other game makes such skilled use of camp, juxtaposing absurdity with tragedy to truly play to the audience's emotions. That's why the ending hits so hard, because you spent the whole game going between dramatic, absurd, hilarious, tense, and action. So in the end, the tragedy feels more earned than in less skillfully written games.
Not to mention how its both an homage to and a parody of 60s spy movies. It subverts so many of the classic Bond tropes. Snake isn't the uber-macho sexual dynamo Bond is. He's not the one thing between the world and disaster. He's barely a cog in the machine and both female leads outclass and humiliate him.
You can pick out poor dialogue moments or overall cheesiness or high school waxing of philosophical, but I maintain that MGS3 is not only a shining example of Kojima's skill as a writer and director, but one of the best written games of all time.
There isn't anything like MGS out right now. It was a super popular hit franchise that had ridiculous shit with its mechanics and story that is insanely Japanese yet still has a dedicated fan base. Love it or not Kojima created something special that I haven't seen recreated yet.
