There really isn't any good evidence that it'll lack a performance mode on console. Yes, it looks demanding on the CPU, but so do various other games that manage to get to 60 or thereabouts.
I'd say there's a decent chance it'll have one, simply because it's the industry standard now.
As for the Pro, as long as it's a solid 30 on the base then the extra CPU power plus a bit of pruning here and there should get it to 40fps. But whether they'd bother actually implementing that, I seriously doubt.

The same thing is going to happen with this game that happened with GTA 5 on the PS4. The standard version ran a non-stable 30 fps at 1080p and the Pro version was more stable and a little better looking. Oh, god the victimhood is starting.Most likely a 60 mode on Pro would look better than the 30 on base, because it would be 800-1000p to 4k using PSSR 2, which is better than whatever the base quality mode will have. On the CPU side they might have to reduce the NPC and traffic density etc, and maybe it wouldn't be that stable, but to say that it would make the game (and company!) look terrible is just ridiculous hyperbole.
We get it: a lot of people really really don't want it to run at 60. They're pretty much foaming at the mouth at the prospect. But I still think there's a reasonable chance of it.

I own a PS5 Pro, I don't give a shit either way if it's 30 or 60 fps because Rockstar will sell a better version a year later and a year after that for the next decade, like they always do. But based on the specs of the console, what Rockstar has shown, and their previous history I think the chances of a 60 fps mode is slim to none.

With the recent reveal that Pro is only 3% of total PS5 sales, it's 100% in Rockstars best interest to get the game running on Switch 2 over dealing with Pro optimizations; however I don't think it's an either or situation.I highly doubt they'll spend any extra time optimizing for a PS5 Pro. The Switch 2 would make sense since it brings in more revenue, but they get nothing from the Pro. So I'd expect 30fps for everyone except PC.

I can't quite remember now, but if it was better, maybe Microsoft paid for it because of the direct competition with the Pro. Maybe they also provided manpower and perhaps Rockstar had more time as well. Now we're at 13 years and multiple delays. I can't imagine that extra effort is being put into the PS5 this time, not without something in return. And why would Sony pay for that? They already have the most powerful console without any competition. But we'll see.Go check what they did for XBOX One X on RDR2
