I think Bungie set out to make it more situational and thus less flexible than the BR, and particularly to nerf it versus the AR or even the magnum at close range.
On the other hand, the combination of the blooming reticle, hitscan accuracy, and decreased autoaim from 3 means it will be a more challenging, and likely a more satisfying, weapon for veterans than the BR was.
Really, we know more about the philosophy behind it than we do its exact usefulness. Have we even heard how its time to kill compares to that of the Halo 3 BR, or to the other "standard" weapons in Reach? Remains to be seen just how quickly it can take someone down either at its optimal range or closer-to.

I was not being a prick. You are asking me to really go back in time, but IIRC The original Operation Flashpoint used your teammates as respawn points, and that was about 10 years ago.
