Yeah, it seems they are using more polys in the models this time around. However, it could just mean that their mesh streaming tech improved and that the are replacing the models on the go before the cut scenes. The lighting, etc. is different in the Halo 3 cinematics, but not the modeling, which is what I was pointing out. I'll be as surprised as anyone if the lighting is like that in-game.

No. They are NOT the same. In a cutscene you can divert resources that are necessary for AI and physics and everything else needed while you're actually playing to gussy up the cutscenes.
