I'm guessing that she is Naomi. It would make sense as Naomi would be the Spartan to be send after Master Chief if he ever does something that ONI doesn't like.

And could the female character be Sarah Palmer?

Nah not going to happen, they already downgraded the ''exclusiveness'' of the spartans in general with now a ship full of them in Halo 4.

I thought it was continuing, they've built the story around 3 parts I thought.
The middle episode of the 1st trilogy was possibly the least satisfied ive ever been with a videogame ending, bearing in mind the hype. Gears 2 ended on a whimper too, im super suspicious of middle trilogy AAA games.
