There is next to no piracy in Japan (comparatively speaking) and the only reason why it's downloaded here in the US like a bad habit was because the ease of it (no effort is needed to watch and download a movie) and because of the release dates.
Japan is hardly affected by AC piracy. Those numbers are representative and they are good.
