You get 10 games for 10$ (incl. doubles), it's really a good deal to be honest, not surprising.
This is a completely different issue than the one being discussed. The fact that Wii U and 3DS are locked and don't allow accounts from other regions is a big problem, but the one being discussed here is that Nintendo region locked a humble bundle. I'm arguing that this is an absurd thing to say, because humble bundles sell discounted keys to a digital store and said console digital stores are region locked, unlike PC stores. They pretty much all use the Canadian shop for ease of foreign credit cards, though the new exchange rate might lower the savings a bit.
