I'm doing an essay on a short story and was wodnering what i need to cite in my works cited page. Do I need to cite the actual short story I'm doing the essay on?

I also used two quotes from famous people, one being Vincet Van Gogh. I obtained the quotes on internet websites, do I really need to cite the quotations?

Generally yes. The quotes need to be cited I think. You may not need to cite teh short story if it's about the story, but you need to quote paragraphs if you quote the story. Perhaps a first citing and then shorter paragraph citings if you use more than one quote from it.

So, were you trying to email your English teacher, but accidently posted that here? I understand, happens all the time.

It's 12:45am.. My essay is due at 9am. No way i'm emailing my english teacher.

How do I cite a webpage full of famous quotes? I mention who says them in my essay.. Is that not enough?

Yeah, the website got it from somewhere. Look for an eyclopedia website or a book that would also have the quote.
