So Trump going off-script and messing it up as a result I guess? But why go off-script during that particular part? If he really was supposed to mention it but decided not to on his own, that's pretty telling.
Or McMaster is just saying that no one made explicit decision that Article 5 wouldn't be in the speech, it just wasn't written into it.
