So what's stopping them? Interpol is the international police force of the world, right? So could an interpol officer simply not arrest him in America?

There is no Interpol police force, I think--they just are there to coordinate action between police forces. Instead of Canada calling up every country to tell them that they have a warrant for X's arrest, they just tell Interpol, and every government gets information from Interpol.
