People who can't afford to live in NYC/SF move to shitty, low cost of living states to live more comfortably.

The problem is that in return, we keep getting the people who can't even cut it in the poor conservative states.

That's why I believe we need to require proof that someone resided, and paid taxes in our cities before they get our support.

Many move here for job opportunities. Also, some also move to New York because it's in our constitution to help the poor.

Actually, most of the people moving out of California are conservative. It even mentioned it in the article you posted earlier and they are making the states they are moving to even more conservative. Idaho is more conservative than it has ever been. As a native Californian, this state is turning into a weird place and native Californians are becoming quite rare. California used to be fairly conservative, but these days it seems most of the people moving into California are very liberal. All the gentrified areas seem to be filled with white liberals from the Midwest. Whole neighborhoods in LA and Orange County that used to be a mixture of Anglo and Mexican American cultures are now predominately Central American. I read an article here recently where something like 30% of California residents weren't even born in the United States. One of the most popular topics at work these days is about how people want to find a job somewhere else and get the frak out of California.

More money will not help. They are already spending ~40k per homeless person as is. They're really bad at figuring what to do with that money that will actually improve the situation.
