It's hard to make Brock feel tough simply because he's not on TV that often and hasn't really destroyed anyone since SummerSlam. But at the same time if Brock was on TV more he'd probably fall prey to Vince's shitty booking - the closest he's come to that was Night of Champions.

bray doesn't look physically strong and he isn't entertaining or skilled enough in the ring to make himself seem physically dangerous. he just looks average in the ring, he looks overweight and his promos are all recycled/silly. he doesn't look strong. undertaker was a huge guy (not huge as in chunky like bray). he could also wrestle really well and do some great stuff in the ring.
