It's not really diminishing returns, that's not what's happening between PS4 and PS5. The later simply isn't as big a leap mathematically as the PS4 was over its predecessor, we went from 0.230ish TFLOPS to 1.8 TFLOPS last gen (around 9x difference) and we went from 1.8 TFLOPS to 10.3 TFLOPS (5.5 times difference). This gen was literally only half as powerful as the last comparatively, it's not really surprising this is happening.No, there is nothing that can only be done on nextgen, of course with the appropriate downgrade, but it is simply that there is a diminishing return effect from PS4 to PS5.
Because being able to have higher resolution textures or higher geometry or LOD does not change the look of a game as much as it did from PS3 to PS4. The same goes for lighting, PS5 can reproduce effects that are more physically correct and even use raytracing, but with good design by the developers PS4 can achieve a result that unless you do a "technical analysis" you will not see the difference.

This is Fallen Order on a base Xbox One at 720p, which is the native resolution on that console.
