Looks more like the tree was being shot out of a cannon, rather than slowly tipping down, doesn't it? It's also a buzzkill to static background objects being smeared. Also, look at the edge of the gun- a common flaw in most games' motion blur, which Killzone 2 doesn't suffer from because it doesn't rely on cheats.
Cell processor, perhaps? I don't know how KZ2 does it. I can assure you that you are entitled to your opinion, but that doesn't make it true.
This kind of thing needs to stop now before it turns into something nobody really wants to get into.
