Giant Metro area with lots of highways and news viewers for funding of news helicopters would be my guess. If say one in 5,000 crimes leads to a chase, a large area is just going to have more chases. Police procedures for chases might help with the cocktail.

Traffic around noon isn't bad at all. LA isn't some hellscape of constant stop and go traffic some people make it out to be.

All the new stations have their own traffic helicopters that are usually in the air during the day.
