I would put SNES RR lower than Luigi Raceway in the luck-based department because items can be more severe on this course due to all the ledges

EDIT: I held onto the Star and hoped someone would get a lightning, since lightnings are usually used right away in low-skilled rooms.
It worked beautifully. Saw the lightning and react to it. This is why you don't use lightnings right away.
