So I went into my data management and couldn't select Mario Kart 8 because it said it had data downloading. I went to my data management and sure enough there was a small download waiting to be installed for DLC. Except the only DLC I got was the free stuff when it was originally released. Anyone know what this is for?

It's an update you need in order to play online.
Even if you didn't buy the DLC Packs, you have to download a small update that will allow you to see the new characters, vehicles and new colors for Yoshi and Shy Guy when you play online.
Plus minor updates to online mode.
