A wholly owned first party game studio?! Virtually never. Because the systemic issues for studios in this envious position are almost always cultural issues derived from the publisher and not the studio execs.
There are very few exceptions, but studio execs DO NOT HAVE ANY MEANINGFUL CREATIVE INPUT INTO THEIR GAMES!!!!
