It was around midnight so there were probably not that many of them I guess ?As tragic as it sounds, perhaps. Ground zero looks like it was absolutely vaporized; all those dock workers had no chance.

Not sure how far this is from the site of the blast but later in the video the buildings look more residential than industrial so I'm guessing this is not very close to the site of the blasts. Possibly fires started from falling debris.

Well, it's a quick reaction to a crisis, I guess. I dunno, I think martial law might help speed up the access to the site for rescue personnel by simply shoving everyone back into their houses as long as they're not burning. Plus, let's face it, the army is probably the only organisation with anywhere near the manpower, equipment and expertise required for this crisis.Who would favorite that?
