That the Japanese price is lower doesn't mean it disregards the inclusion. Without Blu-ray it would've been significantly cheaper yet. I think you neglect that they initially support the underdog, the sales go sour, the console tanks in market share and they go make to producing massive amounts of games for the market leader. Saturn support, DC support, the "Capcom 5" on GC when DC didn't pan out... The reasons they've published so much for PSP are
1) More traditional gaming audience
2) Good environment for cheap ports and remakes
It's as simple as that.
