You're thinking of Kobra Khan. Tung Lashor (above right) had a long plastic tongue that spit out like a chameleon's.

Run up to the northwest area of the first screen to get the sniper rifle in the building. He'll see you, so run. Then you need to find him. Use the Directional Microphone and wave it all around you; if you can't hear his breathing then he's probably on another screen. Once you have a direction, use the Thermal Goggles and the map screen to see if you can spot his position. If you can, use the sniper rifle and blast away. He'll run. Use the Thermal Goggles to see his footprints, repeat until he finally dies. Oh, and don't stand around like a retard looking in first-person view mode forever, because he will come up behind you and one-hit kill you. And don't ever save. HAVE FUN

The End was easy...

when you smoke him with the SVD at the docks the first chance you get like I did. After the cutscene I immediately scoped in just to see the guards and he was still there in his chair with a guard about to move him. Shot him a few times (he starts to move pretty spryly after taking a shot to the head) and that was that - I would have been scared it was a glitch but the way the door opened for him made me think it was a viable game option. I guess too much PoP2 before had me thinking everything even a bit strange would be a game-killing bug.

As a bonus, turns out that since he was already dead the area where you fight him is filled with Ocelot's ambushing you, and for me those three set-piece fights were almost the most fun in the game. Counter-sniper missions where you're crawling around for 10 minutes trying to find and shoot snipers and aggressive patrols are my favourite missions.

What happens when you save against the End? I did and didn't have any problems with him.

To stay on topic, moss man sounded like he eventually evolved into The End.
