Not that confusing, just not 100% consistent.

The first digit is the device class (4XX ... 15XX, 25XX), the second the generation of device. If third digit is a "0" or a "5", it usually labels the release version within that generation. If the third digit is something other than a "0" or "5", or there is suffix at the end, then it designates a region-specific device.

why? First number is like a BMW - 1/3/5/7 gets bigger and more powerful as you go up. 5xx is basic lumia, 7/8 midrange, 9 high end. the middle number is just to give them unique numbering.
