Might just be a matter of time, though I assume the game wouldn't be a blockbuster seller so they may not be so eager to do what you and i figure is a no-brainer.

Because porting the Xbox and Xbox 360 games would take a considerable amount of time and effort:

Grabbed by the Ghoulies
Kameo
PD Zero
Viva Piñata 1&2
BK Nuts n Bolts

6 full blown ports needed there.

Plus there’s also the fact that Nintendo wouldn’t want Conker’s Bad Fur Day to be included (probably). Its inclusion made RR a 16+ rated game on Xbox in the UK.

IMO best just doing it like this, include all of the N64 and GBA games in NSO. Job done.

Damn shame we haven't gotten a sequel to Blast. What a cool game. Rare was on fire during the nintendo days. They've pretty much sucked ever since ms bought them.

Snake Rattle n Roll is such a good game, up there in my face on the NES. Surprised we didn't see Cobra Triangle or OG battletoads for the NES, although with how slow they drip out releases maybe that will come down the line. I wonder if we will also see the rest of the great N64 Rare games make it to NSO as well.

Technically, not even all the Rare Replay games have been ported to the Xbox Series S/X. All the Xbox and Xbox 360 games in Rare Replay are part of the backwards compatibility program. All those XB/X360 games get downloaded into your Xbox profile. Like when you play a Rare Xbox 360 title, it boots up the Xbox 360 OS and then launches.
