No, it has. They had a couple of ways to get it for HG/SS.

Not been quite as long as that. Even if you discount Asian events (of which there are loads for Jirachi) then Jirachi was last distributed in 2010 in North America (Wi-Fi and local wireless), Europe (Wi-Fi), Latin America (local wireless), and Australia (Wi-Fi and local wireless). Obviously 6 years is still a very long time though.

Yeah, dammit. I just realized I did, too. Sheeoot.
It's pretty nice though, as long as you have that disc you can always restart a Ruby/Sapphire cart, transfer to Diamond/Pearl, transfer to Black/White, then store in Poke Bank.

I'm friends with a fair few Pokemaniacs so it should be easy to score a Celebi for dex data.

If you have the Colosseum bonus disc, you could technically get an infinite amount of legit Jirachis. Jirachi is the most worthless Mythical because of this, in my opinion.(which I happen to do)

it can get very annoying to get good IVs with that method because you can't soft reset as quickly as with the wondercard ones.
otherwise, it's good if you only want to fill up the dex.
AFAIK, the Bonus Disc Jirachi has a very limited set of legal IV / Nature spreads, and I recall all of them being garbage too.
So basically this is the only time we're gonna be able to get a good, legit Jirachi anytime soon. Too bad soft reseting is already torture, and you can't even use syncrhonize for wonder cards. Really hope gamefreak makes soft reseting for good stats reasonable in Sun and Moon ;_;

Lol I tried to pick up Celebi on the 31st and it had already switched over to Jirachi. Good thing I nabbed one from a previous event, I already had to mooch a Mew code off of someone days earlier.

Do you think EBgames would still have Mew codes? Not really into Darkrai but if there's a shot I can get both I might make a day out of it going around town and looking.

Unlikely. Many places ran out well before the official end of the event.
Currently Announced Darkrai Distribution Locations:
Belgium: Fnac and Game Mania stores from May 2nd until May 24th.
Canada: EB Games on unknown dates.
Denmark: BR-Legetøj stores during May.
Finland: BR-Lelut stores during May.
Italy: Gamestop Stores from May 1st until May 24th.
Netherlands: Game Mania stores from May 1st until May 24th.
Norway: BR-Leker stores during May.
Sweden: BR-Leksaker stores during May.
United States: Gamestop stores from May 1st until May 24th.

I don't think so... Mew (the first code distribution from this Mythical series) wasn't distributed here either, if I remember correctly.

You can catch Thundurus, Landorus and Tornadus if you have both OR and AS, have Castform in your party when you fly around with Latias or Latios and they will appear.
check the thread here every so often, I can't have this through my country but some kind souls are helping other get some codes.
I'll be looking for darkrai at the start of next month
stuff like this encourages homebrew use and makes people delve into that realm out of necessity.
pro tip for gamefreak: stop doing these store events. it only makes people want to hack the game to obtaint hings they can't obtain because they're being punished for not being born in first world countries.

Thanks for replying. How weird. It wouldn't surprise me if I made a mistake the first time, assumed it didn't work and just never tried again with my UK copy!
Luckily I had a Japanese copy which I knew would work and got my gifts that way!
