Tough to say. They don't have a lot of options. Masai is a pretty progressive dude though so it'll be interesting to see what he does.
I feel like they have to ride it out with this team for a couple more years. Unless they can get some really one sided trades for picks.

If they do rebuild, it,will be tough to,get value for their pieces. An old, small PG. A midrange jump shooter in a 3 league....
If I'm Lowry, I'm making a No Trade Clause priority number one at the negotiating table.
Have a rebuilding type year, finish 6th, Then take some chances on 2 high potential Wings in that 10-20 range. Hit on one of them and you now have 3 potential stars in their early 20s plus a whole bunch of solid starters and role players.
Thats everything Toronto would need to win a championship outside of luck and it required 0 tanking
Raptors certainly have some big questions. Their best option going forward is to target a mid lottery team with JV and try and get a pick and a useful player at SF. Maybe Minny at pick 6. They (Minny) need a C more then an extra guard, or if Toronto want a guard you could probably get Kris Dunn for cheap.
So flip JV for Dunn, Pek and a future first (or a few 2nds). Then move Joseph to a team that needs a backup PG and has a spare SF. Say Sacramento for Garret Temple and a first. (Sac has too many players and not enough room)
Then pay Ibaka and Lowry. Your team becomes

-Wolves can get a medical exemption for Pek this offseason most likely.
-The Wolves don't need a center, at least not like JV. They need a 4 who can shoot and to hope Towns figures out pick and roll defense. Towns is a center, not a PF. Dieng was maybe a mistake signing, but either way, JV doesn't fit nor does he make sense as he's not what Dieng isn't. That they're trading Dunn, and a guy who is going to be free salary cap room anyway, and a first or some seconds for a useless piece for them in JV is absurd. Dunn was beyond trash this season, but I doubt the guy they just picked 4th would go for a non-impact player like JV.
-You've got jokes thinking you're trading Joseph for Temple AND a first (PS, Sacramento doesn't own their 2019 pick as is and so can't even move a future pick easily right now)
-If you don't have any reasonable idea of what assets and players are worth on teams, it's best not to make these sorts of wild trade thoughts. It just looks bad for NBA GAF.
