I tried the spoofing last night. One thing I have to say. Not a single Super Mario 3D Land tag...not even on the game specific Mac address (
this table). I'm not sure if the game specific macs are a great idea as the relay already works like that. I guess they are less popular so could be used to get different tags for certain games.
I guess that says all you need to know about the Super Mario 3D Land streetpass mode.
I probably won't spoof too often (I might not be able to soon anyway) and playing the games daily will burn me out. It is a good way to top up a natural queue though. Only 80-something purple pieces to go till I catch em' all...
Last time we tried we were sitting in McDonalds. The NZ app was flashing, and she wanted to try and finally get a piece of the NZ exclusive Animal Crossing furniture. Nothing we did could get the damn thing to connect.
It's been like this at every NZ we've ever tried at. Occasionally on the home menu it shows her as being connected to the internet, but as soon as she starts the NZ app, or (in the most recent cases) Animal Crossing, all the bars turn grey. It's as if having anything running bar the Home menu kills the connection.
One thing I noticed when doing my spoofing tests last night is the 3DS disconnects from the internet every time you open the home menu or a piece of software. I wonder if those routers are thinking "oh you're already connected, I'm not letting you re-connect".
Might I suggest going to a Nintendo zone to get the app to pop up. Turn off wireless for a few minutes. Then turn it back on and start the app immediately.
Also you might be able to interact with the connection if it broadcasts further than your 3DS can transmit (likely, I notice my netbook will have 3 bars for things the 3DS has 1 bar for and the 1 bar connections the 3DS can not even see)
I've noticed that at one of my local McDonalds, I can detect the Nintendo Zone from way out in the parking lot, but nothing actually would transfer until I was inside the building. Another time I was at a store next to a different McDonalds and could detect the zone, but no transfer happened.
I wonder if there is any to have the 3DS only see devices it is in range to interact with. Then again signal strength is an imperfect measure if there is a strong transmitter is used.

Question. Is rating fantastic important on relay. It is highly unlikely after rating someone the next relay will be that same person.
It is still good practice though. I still feel bad about accidentally giving people a so-so rating on the Media Markt demo units in Berlin (one of the stores had 8). I was dual-wielding the things trying to clear out their queues (it did not help that 8 units in close proximity queued themselves up quite well...).
I have read that people have been able to get pieces for the Chibi Robo puzzle. Is that only for people with Japanese 3DSes? I have tagged a few Japanese people and I am only seeing the normal puzzles I have been seeing.
Puzzle swap puzzles come from spotpass. Spotpass data is region specific (as in 3DS region). If a puzzle is not released in your region (or you do not have the spotpass data for it) you can not get pieces from it. The Chibi Robo puzzle is Japan only (along with Japan air and McDonalds).
In older versions of the Mii plaza you would see these puzzles (as in what pieces they had) but on your side it would say something like "no data available" and you would not be able to trade pieces. I'm not sure why Nintendo removed this.
Speaking of which you might notice the opposite of this effect if you tag Europeans. All of them lack Devilish Brain Training (game not released here) so scrolling to that puzzle will show 0 pieces.

Going by what Cherubae said, no. I depends on how strong the receiver is on their router and how strong the transmitter is on the 3DS. It is something that requires testing but there are many variables involved.
