It's far from uncommon for a game to only be announced for localization once it's been out on Japan for awhile. Not that I'd be optimistic here, but it's far too early to actually write it off short of someone high up in SE explicitly outlining reasons they won't release it. And no, "no plans" alone won't cut it.
