Next gen backwards compatibilty - do I get this right?

It's just that I don't see a clear relationship between Sega and Peter Moore anymore. He may have called the 360 the spiritual successor to Dreamcast (correct me if I'm wrong) but whereas Sega clearly shows their bonds with Nintendo they don't do that with Microsoft. Maybe they don't like Peter Moore very much?

I think Moore's behind fostering continued good relations with Sega. Besides, from Microsoft's perspective MSM/Genesis/Saturn emulation is likely more valuable than it is to Nintendo (who already has their own platforms anyway). Microsoft might push harder and offer more for it.
