I don't understand the point of limiting it. Make it like the DL but keep rosters the same size.

Because teams would abuse it in order to stash away guys. Your 4th round pick 'tweaks a hammy' at the end of preseason, you put him on the ir-designated list instead of actually having to make the difficult decision to waive or keep the guy. Players with playing time incentives will be put on there all the time, too. There's a reason it's only one, now. Because the teams don't trust each other.

The inactive list is the DL of the NFL.
