The canadians have 2 very good developers. Bioware and SK. Is ubisoft Canadian as well?

The best in Europe are DICE, Starbreeze, Rockstar, and Rare I guess.

Don't forget Pyro Studios (Commandos is hardcore) And for RARE... well, I love them and all, but so far they haven't earned their status this gen.

Yeah Rare hasn't been good this gen, but they have proven themself in the past.
 
Planet Moon (San Francisco?)
Ion Storm (or have they been shut down after Thief 3 and DX2?)
Midway/Atari Games (have had some awesome games over the years and are on the rise again)
Bethesda (Morrowind was awesome and Oblivion looks incredible)
Microsoft (Utah? Whichever one is doing Amped and Top Spin)

Also, Swinging Ape will be a developer to watch. Metal Arms was pretty good.
