I was getting 6700-6800 quite often until I tried that.

Yup, first stage. You have to pace things, wait until two people are in the bar before throwing a root beer to one of them to avoid clearing the level. Eventually things speed up and and it'll take multiple root beers (and mug catches) to get them out of there.
