The thing about fetishes is that they are...complex, sometimes. It's not always JUST one thing and how people feel about things changes where they would be on a scale.
So, 1-5 for the tamer to grosser fetishes if we have to apply grossness to it, 5-10 for anything nonconsent, as nonconsent is a +5 modifier due to its actively violent or manipulative nature.
There SHOULD be modifiers for intent, how it's done, what happens to the subject.
So if you like crossdressing, that's a 1. It's super tame, it hurts nobody, it's taboo, but not even particularly weird, since at least half the population wears pretty clothes.
But if you like crossdressing in public, the modifier is exhibitionism. If you like crossdressing in public and want people to realize, that could add a modifier for humiliation. And on and on, the more specific it goes. Fetishes crossover plenty of times, so it's not always JUST one thing. Any scale MUST have a modifier based on the main fetish and subfetishes to the main fetish.
Or else we're just posting numbers.
I don't really see how people dressing up as cops or in leather gear and then having sex is any less weird than furries having sex in fursuit. I mean, I can see *why* people would see it that way, but the fetish is basically the same thing.
