Compared to literally everyone else who has "died", Pedro is the only one who has been consistently presented with death flags. Everyone else either dies unexpectedly or suddenly, you can ultimately just handwave it as "Classic Oda". But since practically Day 1, Pedro tells us over and over that he gives little fucks about his remaining lifespan, that he's content dying here. Then you have him literally saying that he wants to choose where he dies, with his last words/death seemingly being used to offer
a jumping point to further flesh out Carrot down the road, where he has already "died" through a suicidal explosion once, making it quite redundant to fake us out like that yet again.
His only goal here was to help retrieve both Sanji and the Poneglyphs. That, as well as providing a means of escape for the Straw Hats, suffice as being the "foundation".
Taking all of this into account, if Oda reveals that he is somehow still alive (barring Homie shenanigans), this will easily dwarf Pell's death. Because if you're going to revive a dude that keeps talking about how he's fine with dying, then why even characterize him that way?
