Humble gives the best cut. Steam gives you more promo if you sell more there.

I don't know about that. I saw that 4chan has a Papers Please site banner with their latest update of them so it maybe pretty well known there.
I just put my pre-order in on the Humble Store for the DRM free version with steam key. The site actually lets you tip if you want to which I think is pretty cool. I put in a little extra as I enjoyed the beta and really like seeing such an original idea for a game.
The downside is I'm leaving on vacation the day the game hits, but I guess I'll just have to wait to play it.

If I buy from Humble, can I still add the game to my Steam library? Would I get Steam Achievements or Trading Cards?

This. The Giant Bomb quick look and the discussions about it on the Bombcast is the very reason I even know about it to begin with. Sad that Ryan will never get to play the full version, he was looking forward to it

Well that's the other side of my concern though. If I use an online payment platform like PayPal or Amazon, how much goes to the developer? Would I be better of using a credit card on Steam or a bank transfer on PayPal?
